Stephen,
first step is to remove the lamps and clean the contacts with emery etc you will often find the issue is corrosion here.

Hi Folks,
I have recently purchased a 2002 Mariner, all is going well but could anyone help me re the starboard and port lights are not functioning, Can anyone assist to the following-
where the fuse for these is situated ?
is it on an independent circuit to the other navigation lights? (which are all working)
anyone else with a similar problem that can assist would be very welcome.
